2,300 Bronx nurses make gains on staffing, wages, affordable health care

BRONX, Dec. 30, 2011 - The New York State Nurses Association has successfully negotiated a new, four-year contract with Montefiore Medical Center in the Bronx.

The 2,300 professional registered nurses who work in the hospital made important advances in safer patient staffing, affordable health care, and fair wages, comparable to their colleagues at other New York City unionized hospitals. The nurses had given the hospital a strike notice for Jan. 10, 2012, because of their staffing concerns.]]></description>

    FLUSHING – Upset that management plans to stop payments to their health and pension plans, registered nurses at Flushing Hospital Medical Center are planning a protest for next week.

    The RNs are currently negotiating a new contract with management and are seeking to improve their working conditions. But hospital CEO Robert Levin has refused to sign interim agreements that continue the benefit plans.]]></description>

Since 1992, numerous “safety-net” health care providers have enjoyed the opportunity, guaranteed under federal law, to purchase outpatient pharmaceuticals at a significant discount from a manufacturer’s market price. This program, usually referred to in shorthand as ‘‘the Section 340B program” or “340B,” referring to the statutory provision under which it is established,1 has grown significantly over the years, not withstanding resistance from some quarters of the pharmaceutical industry. The availability of 340B drugs, in many cases, makes the difference between a safety-net provider being able to offer an effective pharmaceutical program to its patients (with the attendant benefits of monitoring compliance with drug regimens and avoiding potentially harmful drug interactions) and its patients having no access at all to affordable drugs. However, decreasing reimbursement, market forces, and the changes and uncertainties in federal health care reform and the federal administration of the program will present challenges, and likely opportunities, for providers participating in the 340B program.

Brooklyn, September 6, 2011 – Nurses always consider striking a last resort, but in response to management contract proposals that would degrade the nurses’ quality of life, the registered nurses of the Brooklyn Hospital Center voted September 1 and 2 to authorize a strike. Members of the 500-person bargaining unit turned out overwhelmingly to let management know they would not accept an unfair and unreasonable contract that cuts their pension, health benefits and take-home pay. ]]></description>

Good morning.  Thank you for the opportunity to provide comments on the establishment of a Health Insurance Exchange in New York.  Our comments today focus on the specific elements of a Health Insurance Exchange that have implications for cancer patients, their families, and consumers at large.  

The American Cancer Society is a nationwide, community-based organization dedicated to fighting cancer by providing direct patient services, advocacy, cancer education, and research funding.  We are also a founding member of Health Care For All New York, a statewide coalition of over 110 organizations working toward affordable comprehensive healthcare for all.  

To put our comments in context, it is important to understand the burden of cancer in our society.  One in two men and one in three women will be diagnosed in their lifetime.  The American Cancer Society estimates that 103,340 new cases of cancer will be diagnosed in New York this year.  34,540 New Yorkers will die from cancer in 2011,  making it the second leading cause of death in New York.   Research suggests that approximately 10% of cancer patients are uninsured at the time of diagnosis.   More troubling, about one-third of cancer survivors report a loss of health insurance at some point in time since their diagnosis.

New York Must Act Now to Secure Millions in Federal Funding and Offer Affordable Coverage to Uninsured</strong><br /><br />

Albany, NY - On Wednesday, BALCONY  joined 85 organizations, including member organizations of Health Care for All New York and other health care and consumer rights groups, released an open letter to Governor Cuomo, Senate Majority Leader Skelos and Assembly Speaker Sheldon Silver urging them to quickly enact legislation establishing New York’s Health Insurance Exchange, as required under the federal Affordable Care Act passed in March of 2010. If New York fails to pass legislation authorizing the creation of the exchange by the end of the current legislative session (June 20th), the state may lose millions in federal grant money available to assist with implementation. The new health insurance market place will be open to over a million of New York’s uninsured, as well as tens of thousands of small businesses, offering them more affordable health insurance.<br /><br />
“Our BALCONY members owners of small businesses , labor unions and advocacy groups have long been in favor of providing health insurance and care to their employees and members,, stated BALCONY Director Lou Gordon.. ”In  BALCONY survey  more than 80% of small business owners in New York State indicated that they would offer health insurance to their employees if they could .  New York’s small businesses need to help  their workers stay healthy and the insurance exchanges will provide cost conscious health insurance policies.”
