Greetings Friends of BALCONY:                                                            January 28, 2011

This year our BALCONY members, in their continuing effort to find common ground between business and labor, are presented with many challenges on a State, City and Federal level.

We are attempting to meet these challenges  head on so that the  government has the ability to provide vital, necessary services, programs and a balanced budget to all New Yorkers.

While the battles of the 2011-2012 budget in Albany,  New York City and Washington, D.C have yet to be joined, BALCONY wants to provide you with a simple glimpse of the work of our Business and Labor coalition members.

Today's newsletter is presented with that in mind.

In the next few weeks we will provide BALCONY member perspectives on  budgets and policy issues.

Feel free to contact our members directly or BALCONY at (212) 219-7777.

ative Priorities

ACS CAN is the nation's leading cancer advocacy organization that is working every day to make cancer issues a national priority. Many of the most important decisions about cancer are made outside of your doctor's office. Instead, they are made by your state legislature, in Congress and in the White House. ACS CAN empowers regular people to be part of the growing national movement that is fighting back against cancer. ACS CAN, the nonprofit, nonpartisan advocacy affiliate of the American Cancer Society, is holding lawmakers accountable for their words and their actions. We demand that our leaders not only talk about fighting cancer but take real steps toward decreasing the number of people suffering and dying from cancer.

Repeal of Affordable Care Act Would Eliminate Coverage Improvements for People with Medicare -- Consumer Group Responds to Affordable Care Act Repeal Efforts

Medicare Rights Center

New York, NY-A review of consumer cases handled by the Medicare Rights Center demonstrates that people with Medicare will be harmed by the repeal of health care reform as proposed in H.R. 2, which was introduced in the House of Representatives earlier this month. The bill would repeal the Affordable Care Act (ACA) in its entirety, thereby eliminating a variety of coverage improvements for older adults and people with disabilities.

Just Who Was in Charge? Shovel the Snow Blame Onto Mayor's Doorstep, By Arthur Cheliotes

 CWA 1180

Had Mayor Bloomberg paid attention to his own news organization, he might have called a snow emergency on Dec. 26. Had Mayor Bloomberg not eliminated 400 Sanitation Workers, there might have been a larger and more-effective response to the Blizzard of 2010, or had Mayor Bloomberg not counted on privatized snow removal firms to answer the call (they didn't), a full complement of city workers might have been able to do the job.

No matter what you call it, a tax is a tax

The hidden tax is included in the commercial insurance premiums that every employer and employee pays and whether or not the commercially insured patient realizes it it ultimately comes out of his or her pocket. Congress should thus fully fund Medicare and eliminate this hidden tax.

Energy Coalition Comments on NYISO's Comprehensive Reliability Plan

In response to the New York Independent System Operator's Board of Directors approval of a comprehensive reliability plan for New York's power system, John Durso, Jr., Executive Director of the New York Affordable Reliable Electricity Alliance (New York AREA) issued the following statement."This is a far-sighted and informative report. It recognizes that electricity reliability can be just as significantly impacted by near-term public policy actions and regulations as it would by traditional factors such as in-place and projected generating capacity and energy demand.

New York Building Congress
urges investment and innovation for State's Transportation Network in White Paper to Governor Andrew Cuomo

 NY Building Congress

The New York Building Congress recently led a coalition of civic and building industry organizations to highlight and make recommendations on key transportation infrastructure issues that await Governor Andrew Cuomo and his new administration. The white paper notes that the New York State Department of Transportation (NYSDOT) and the Metropolitan Transportation Authority (MTA) are predicting combined capital funding gaps of nearly $20 billion through 2014. The gap is likely to grow, the coalition warned, as a result of the national midterm election and the prospect that a new crop of leaders will substantially decrease federal support the agencies have already budgeted for transportation projects.
